Heal (10) Empty Heal (10)

I isntalled all of the patches in order, and I just recently got heal (10) on my cleric. I have it maxed power and cooldown. The spell itself should heal 1200, with max power 1750. Instead I heal 1100 which is odd because the spell should heal 1200 normally.
